IOB - Evaluation of the Dutch support to capacity development: Facilitating resourcefulness

Capacity development has a prominent place in international as well as in Dutch development cooperation. In order to be able to choose and follow their own development paths, developing countries need appropriate and adequate capacities. The substantial amount of support provided by the international donor community, however, has not yet resulted in sufficient capacity. This is particularly the case for capacity geared to poverty reduction. To gain a better understanding of how and under what circum-stances capacity development support can be effective, this evaluation focuses on learning, and identifies factors that explain the achieved level of effectiveness.

This evaluation is the result of collaboration between IOB and six Dutch NGOs (Agriterra, Netherlands Commission for Environmental Assessment, Netherlands Institute for Multiparty Democracy, Partos, PSO, SNV) and the Ghana Ministry of Health.

Responsibility of the content of the synthesis report and presentation of findings and lessons learnt rests with IOB. This report can be downloaded from the upper right link. In addition, the underlying evaluation reports have also been made available. IOB took responsibility for three of the evaluations: the NCEA, NIMD and PSO. Agriterra, the Ghana Ministry of Health, Partos Quality House (programme evaluation MFS organizations Cordaid, Hivos, ICCO and Oxfam Novib), and SNV took responsibility for conducting their own evaluations.
